Throughout the war local councils were allowed a great deal of freedom as to how they organised their ARP preperations, as long as they would work MoHS inspectors were happy. At Chadderton in the Manchester area they used (like most councils) the public baths for a place to decontaminate gas casualties. The form was used along with the labels to identify personal property taken for laundering/cleansing while the person was also cleansed of gas.
